The text is about the process of knowledge acquisition. It stresses that knowledge, intelligence, skills and everything else in the world belongs to Allah and nobody knows more than Allah. Nevertheless, knowledge comes through mediators except the knowledge that comes directly from Allah without a learning process. This kind of knowledge is called ilmu laduni and is the prerogative of chosen people like prophets and messengers.
