The text is a fragment of the Fatḥ al-qarīb and discusses the iddah (period a woman has to wait before being allowed to engage in a new relationship) and Islamic penal law.

Other notes:

The first two pages of the manuscript contain a fragment of Quranic interpretation which may have become mixed with the rest of the manuscript because of sloppy compilation. The manuscript is incomplete due to missing pages. The text is written without the use of diacritics.
